Ixnay Stamp?

I don't really get what this is i think its a Ixnay on the hombre stamp of some sort because it says it was made in 1997 and looks a bit like the Ixnay skull on the stamp and then it says something and first day cover? i really don't get this

Have you see papers where there's something sort of stamped (or embossed) on it? It sounds like that's what it is.

The description tells you why. They used that for 'frist day' covers. It then most likely sat around somewhere for a few years and someone decided to sell it.
