That's as high as he will fucking jump. NO JOKE. And every fucking rom, even hacked ones as well as the other games in the series (save for 2/USA) do the same (I mean for NES, the SNES works fine). So, how the hell am I supposed to play the goddam thing if he can't get anywhere?

You probably have the button set to turbo, which would be why it's making him jump over and over again rather than jumping one big time.
