If I just took like colored pencils or markers, and decided to color like an undershirt or sweatshirt or something, would it wear off? How could I make it stay on? I would tie-dye but I have no idea how.

i got marker pen on my shirt a while back and cant get it out! only problem may be that the colours might run - you know what i mean so no funny comments!

you can get fabric markers at any arts and crafts store.
tye dye is the most fun when you haven't the slightest clue what you are doing.

I'm pretty sure with tie-dye you need different color dyes, I also heard you need to snap a rubber band on the shirt and im like wtf...I mean, can't you just dip it in dye? and can you do that withs white sweatshirts too?

yep.
you can do all one color with tye dye if you want to totally dye it a new color.
you can pretty much do it with and light colored fabric.
