You said you wanted punk and not pop, why would you use the offspring as a reference?
Either way, Bukkake is a great Japanese punk band, google them.

I know, right? Apparently, on some tracks, they have, like, 50 different members all at once.
But that chick is always at the center of everything. So great.
Bukkake's smash hit "hentai" and "shota" are worth a search. The cover art is so cool you may want do an image search.

Right now I'm really liking Number Girl and Ogre the Asshole.
If you like the Pixies or Weezer then definitely try out Number Girl.
