Is there a way to send AND RECIEVE text messages online? (From my computer to a cell phone and vice versa)

Skype offers sending them but that does no good when I can't get them back. I'm willing to pay...

You can do it from your aim screen name to a cell phone and they can reply back to your aim screen name.

Most of the people I need to contact...I don't have their aim screename. Just their cell phone number.
