Uhmm, his neck looks fine. All I see is him rolling his eyes at the zoom in on my face camera. He gets a little bit annoyed.

It's probably confetti or something, because it's not on his neck at the beginning of the concert.

No. Watch the video again, and if you notice how the camera person zooms in on dex's face. He obviously hates the fact that it can make him uncomfortable having the camera focusing on him. But that's part of the job and he knows that.
