Don't know about "Splinter", but for many other albums of another bands the answer is: Russia and CIS. Russian distributors don't even give a choice, they just take only one version randomly...

I think I'll download before buying, 'cause CDs always appear here with delay ~1-2 months (like "The Dissent Of Man") or not appear at all (like "Endgame")

I really hate Dexter's vocals in "Self Esteem", "Gotta Get Away" and "Take It Like A Man" (album versions, of course), but most of others are great and hard to repeat in the same key.
