well, the 30 second rule makes it so you can't post million things over and over agian.
The 10 character rule reduces spam.

I think the 30 seconds rule is fine, the 10 letter rule, however, is a pain in the ass.
i think alot of characters have a 10 character limit. it gets really annoying when people respond by "yeah" or something pointless like that.
