He was a government agent fighting for England during the Cold War, what did you expect?
Post-Cold War, however, he's fought against evil corporations/billionaires multiple times (Tomorrow Never Dies, Die Another Day). In that sense he's almost a commie himself. Hell, he even sided with red China.
