It's most likely that The Offspring ripped Morris Albert off, well... Kind of, they did end up paying fuckloads of money to him. But, everybody's happy, Marris Albert got his money, The Offspring kept the song on the "Americana" album.
And, also taking in consideration that The Offsrping did change the lyrics, I'd say it's some sort of tribute to Morris Albert...although it's apparently that there's a huge resemblance to Morris Albert's famous and boring song "Feelings".
