As it's been pointed out "the future is now" is an oxymoron, so Dexter is explaining it that for example a thought must come now in order to become a futute, however the future has a bigger magnitude so it's not evenly distibuted.

I think he's referring more to wealth distribution, 99% etc. Not metaphysics.
