yepp thats right, and i think that offspring costs too much money to hire in your country. I mean in the US the offspring are really famous so there it would be worth the money, there they would earn money. But in Romania they wont get sufficient with fans to cover the hire costs, which means that they wont earn sufficient with money. It's all up to the tour manager/ booking agency, they count out if it's worth to hire the band to a specific area, they have to earn money on them, they cant just choose an expensive band that doesn't get hold of the right number of fans. I don't say that the offspring isn't famous cause thats totally wrong, they are really famous. But in some countries they don't have as much fans as in other countries.
