They need a considerable amount of fans in a country to be able to play in that place. The organization and planning of a concert requires money, this money should be recovered with ticket sales but when ticket sales are not likely to cover expenses very well, then that place should be avoided.

Remember, artists make more money from tours than from record sales nowadays. Playing in a place that represents lack of profit is not good.

I've always wanted to go to Peru, but now that we know our one fan there thinks that we're racists, I'm not so sure anymore.

They have a lot of good surf in Peru. The countryside is beautiful. I'd love to visit Machu Pichu. The people of peru are supposed to be lovely. I'd love to tour there.

I've been to Ecuador, Chile, Columbia, Venezuela, Argentina, Brazil, Costa Rica, and three or four dozen other countries where the people have all been wonderful, and none of them has ever called me a racist.

Now last I checked, Peruvian described the people of Peru, not a race. A race is a group of people linked by a common ancestral background. So in order for your statement to be true, the band would have never entered South America seeing that you all are related in one form or another. Let me put it this way:

I live in Montana (in the US). The Offspring have never been to Montana (I don't blame them), but have toured elsewhere in the US. If I called them racist for going to Denver, Colorado, but not Montana, I'd be completely wrong because I have common decedents with people in Colorado.
